This type of decoration is created by scratching the surface of the pumpkin with a sharp object while it is still growing on the vine.  The pumpkin heals itself and creates a raised scar that looks like natural puffy paint.  I saw this pumpkin at a cider mill and saved this image to post for you today.  May you eat as many fun size candy bars as you want.
